It's a common phrase. If you say something is "as safe as houses" then it couldn't be safer. A sure thing. A safe bet.

Unfortunately, when it comes to fire, not every home is as safe it could be. Our vision is to ensure that everyone has access to the information they need to help them make their home a safe place.

This section includes information about how to prevent and deal with fires caused by electrical goods and fires in the kitchen, as well as advice on avoiding fires caused by smoking and how to take care not to start fires when you have been drinking alcohol.
